Qualification delivery approval in the UK is the official process that permits training providers to deliver regulated qualifications to learners. In simple terms, it is how a course gets formally recognised, funded, and approved for delivery. At Focus Awards, we use this approval process to make sure every qualification we offer meets national standards — giving training centres and learners complete confidence in what they are studying and achieving.
In this blog, we will cover how qualification delivery approval works in the UK, what the approval process involves, how funding approval connects to reform, what Ofqual does, how to verify qualifications, and how Focus Awards helps training providers through every step of the journey.
What Is Qualification Delivery Approval in the UK?
Qualification delivery approval is the formal permission given to a training provider or awarding organisation to deliver a specific regulated qualification. Without this approval, a centre cannot legally deliver a qualification for public funding or issue certificates that hold national recognition.
In the UK, regulated qualifications sit on the Regulated Qualifications Framework, known as the RQF. This framework covers everything from Level 1 introductory awards to Level 8 doctoral-level qualifications. The RQF is overseen by Ofqual in England, which is the government body that regulates qualifications, examinations, and assessments.
When training providers want to deliver a qualification, they must first gain centre approval from a recognised awarding organisation. Once centre approval is in place, they can then apply for qualification approval to deliver individual qualifications within their approved subject area.
How Does the Approval Process Work?

The qualification approval process generally follows four clear steps.
Step 1 – Choose a Recognised Awarding Organisation
Training providers must first choose an awarding organisation that is regulated by Ofqual. Focus Awards is fully Ofqual-regulated and offers qualifications across many sectors, including health and social care, sports and leisure, hair and beauty, teaching and lecturing, and business administration.
Step 2 – Apply for Centre Approval
Before delivering any qualification, a training provider must become an approved centre. This involves showing that the centre has the right staff, facilities, resources, and quality assurance systems in place. Focus Awards guides new centres through this process in a clear and supported way.
Step 3 – Submit a Qualification Approval Application
Once centre approval is granted, providers can then apply for qualification approval. This approval application requires the provider to show that they are equipped to deliver that specific qualification properly, from tutors and assessors to learning resources and assessment methods. You can learn more about what we look for in a centre on our centre support hub.
Step 4 – Maintain Quality Through EQA
After approval is granted, ongoing quality assurance is essential. External Quality Assurance visits from Focus Awards ensure that standards are consistently maintained across all approved centres. Find out more on our EQA visits page.
What Is Ofqual and Why Does It Matter?
Ofqual — the Office of Qualifications and Examinations Regulation — is the government body responsible for regulating qualifications and assessments in England. When a qualification is described as regulated by Ofqual, it means it has passed through the Ofqual recognition gateway and meets the required national standards.
You can use the Ofqual qualification checker on the Register of Regulated Qualifications to verify qualifications in the UK. This is useful for both learners wanting proof of qualifications and employers checking whether a certificate is genuine and nationally recognised.
Focus Awards is a fully Ofqual-regulated awarding organisation. Every qualification we develop goes through the proper Ofqual recognition process. This gives training providers and learners the assurance that our qualifications are part of the UK qualifications system that ensures every learner’s achievement is properly recognised.
Funding Approval – How Does It Work?
Funding approval is separate from qualification approval, but it is just as important. A qualification being regulated does not automatically mean it receives government funding. Training providers must check whether a new qualification has been granted funding approval through the Department for Education (DfE).
The qualification funding approval manual outlines which qualifications are eligible for public funding. This is particularly relevant for post-16 Level 3 and below pathways, which are currently going through a major period of reform.
The government is reforming the vocational landscape for millions of learners aged 16 to 19 by introducing T Levels as a new flagship vocational qualification that will sit alongside A Levels. The goal is to give learners a clear choice of education pathways that support progression to higher-level study or into employment or training.
As part of this reform, funding approval will be removed from some existing qualifications — particularly those in Level 3 and below subject areas that overlap with existing T Level subject areas. Funding approval for unreformed qualifications will gradually be phased out as the new qualifications system is rolled out.
For providers currently delivering qualifications that may have their funding approval removed, it is important to begin planning a transition to the new qualifications. Focus Awards actively supports centres through these changes via our qualification development services.
What Is the Difference Between EQF and RQF?

Many providers and learners ask about this. The EQF — the European Qualifications Framework — is a Europe-wide system designed to make it easier to compare qualifications across different countries. The RQF is the UK’s national framework, used in England.
EQF Level 6 is broadly equivalent to a UK bachelor’s degree, while EQF Level 7 is comparable to a master’s degree. The two frameworks are designed to align, although they are managed separately. For most training providers in the UK, the RQF is the relevant framework for vocational qualifications and technical qualifications delivered through awarding organisations like Focus Awards.
Who Is Eligible for DfE Funding?
DfE funding is generally available to learners aged 16 to 19 in England who are studying approved qualifications at approved centres. Some adult learners may also be eligible through Advanced Learner Loans. Find out more about funding options on our funding page and our advanced learner loans guide.
How Much Does It Cost to Get a Course Accredited?
The cost of getting a course accredited or gaining qualification approval varies depending on the awarding organisation and the qualification type. At Focus Awards, we offer transparent and competitive pricing. View our pricing page for full details, and explore our payment plans and savings options for more flexible arrangements.
